That the City Council:

1.  Adopt by title only Ordinance No. 1026 revising Title 3 (Revenue and Finance), specifically Chapter 3.38 (Residential Development Impact Fees);

2.  Adopt by title only Ordinance No. 1027 revising Title 8 (Building and Construction), specifically Chapter 8.42 (Electric vehicle charging station review process);

Opioid Settlement Funds Expenditure Plan

    That the City Council:

    1.  Approve the Opioid Settlement Funds Expenditure Plan; and

    2.  Approve Agreement with Riverside University Health Systems - Behavioral Health for Behavioral Health Crisis Response and Care Coordination - Mobile Crisis Management Team(s) for $1,020,355; and

    3.  Authorize Request for Proposal issuance for the identification of gaps in opioid misuse education and prevention programs in the community and for the creation of related media campaign(s); and

    4.  Authorize City Manager or designee to approve subsequent agreements that effectuate the Opioid Settlement Funds Expenditure Plan in accordance with available Opioid Settlement Funds and Procurement Procedures 3.09 up to the available budget as previously approved by Council and with concurrence of the City Attorney.

Authorization to accept California Jobs First Catalyst Grant funds and to award professional services agreement to operate business accelerator program. (Agmt. No. 2025-__)

    That the City Council:

    1. Accept a $325,000 grant from Thrive Inland SoCal's California Jobs First Catalyst grant (Catalyst) to create and implement a business accelerator program at the Moreno Valley Business & Employment Resource Center (BERC).

    2. Authorize the City Manager to execute an agreement with gener8tor Management, LLC., in the amount of $325,000 to provide a professional accelerator program pursuant to the Catalyst grant application to provide support services to early-stage startups.

    3. Authorize the City Manager, or his designee, to execute the agreement and any subsequent related amendments to the agreement with gener8tor Management, LLC. subject to the approval of the City Attorney and available budget previously approved by Council.

    4. Approve budget adjustments as set forth in the Fiscal Impact section of this report.

Adopt a Resolution Authorizing Amendment No. 12 to the Loan Agreement with the City of Moreno Valley and the Police Facility DIF Fund

Authorization To Continue The Homeless Assistance Program And Homeless To Work Program To Assist With Addressing Homelessness

  • Recommendation(s)

    That the City Council:

    1. Authorize the City to continue collaborating with The Salvation Army on two programs, Homeless Assistance Program and Homeless To Work Program, aimed at providing members of the community who are experiencing homelessness access to essential services and employment; and

    2. Award three-year Agreements to The Salvation Army for two programs in an amount not to exceed $600,000 to provide professional services through the Homeless Assistance Program ($300,000) and Homeless to Work Program ($300,000) for Fiscal Years 2025/26 through 2027/28;

    3. Authorize the issuance of annual purchase orders for The Salvation Army each fiscal year of the Agreement term, subject to funds available in the City Council approved Operating Budget; and

    3. Authorize the City Manager or designee to execute any subsequent amendments, purchase orders and/or change orders, contingent upon approved budget, with concurrence of the City Attorney.

Fiscal Year 2024/25 Third Quarter Operating & CIP Budget Review And Approval Of The Third Quarter Operating & CIP Budget Amendments

    That the City Council:

    1. Receive and file the Fiscal Year (FY) 2024/25 Third Quarter Operating Budget Review.

    2. Receive and file the Fiscal Year (FY) 2024/25 Third Quarter CIP Budget Review.

Pursuant to an RFP process, approve the award of a 5-year Landscape Maintenance Services Agreement to Mariposa Landscapes, Inc. (Agmt. No. 2025-__)

  • Recommendation(s)

    That the City Council:

    1. Approve the Agreement for On-Site and/or Professional Services for Landscape Maintenance - Water Quality Basins ("Agreement") with Mariposa Landscapes, Inc., waiving any and all minor irregularities, to provide landscape and irrigation maintenance services associated with the water quality basins for a five-year contract amount of $828,928.

    2. Authorize the City Manager or his/her designee to execute the Agreement with Mariposa Landscapes, Inc. to provide landscape maintenance services to the City maintained water quality basins.

    3. Approve the issuance of annual purchase orders to Mariposa Landscapes, Inc. for a total amount of $828,928 over the 5-year term of the agreement.

    4. Authorize the Chief Financial Officer/City Treasurer to execute subsequent amendments to the Agreement, in accordance with its terms, subject to the approval of the City Attorney and provided sufficient funding appropriations and budget approvals have been granted by the City Council.

List of Personnel Changes (May 1, 2025 – May 31, 2025)

Approval to Utilize Asset Forfeiture Funds to Purchase Law Enforcement Equipment and Related Maintenance Plans

  • Recommendation(s)

    That the City Council:

    1. Authorize the Police Department to purchase law enforcement equipment and related maintenance plan(s) at a cost up to $18,537.86 which includes a ten percent contingency.

    2. Authorize a budget adjustment as set forth in the Fiscal Impact Section of this report.

Authorization To Award An Agreement For Professional Consultant Services With Charles Abbott Associates, Inc. For National Pollutant Discharge Elimination System Administrative And Inspection Services For The Storm Water Management Program

  • Recommendation(s)

    That the City Council:

    1. Approve the Agreement for Professional Consultant Services with Charles Abbott Associates, Inc. to provide National Pollutant Discharge Elimination System administrative and inspection services for the Storm Water Management Program in an amount not to exceed $353,725 for a term of one-year with a four-year optional extension for a not to exceed total of $1,954,553.91 over the five-year term; and

    2. Authorize the City Manager or designee, to execute the Agreement for Professional Consultant Services with Charles Abbott Associates, Inc. subject to the approval of the City Attorney; and

    3. Authorize the issuance of annual Purchase Orders to Charles Abbott Associates, Inc. in an amount not to exceed $1,954,553.91 over the entire term of the Agreement, including any extensions; and

    4. Authorize the City Manager to execute any subsequent extensions and/or amendments to the Agreement up to the available budget previously approved by Council, subject to the approval of the City Attorney.

Authorization To Approve An Amendment To The Agreement By And Between The City Of Moreno Valley And Quinn Company And Use Across Multiple Departments

    That the City Council:

    1. Approve an Amendment to the Agreement By and Between the City of Moreno Valley and Quinn Company for heavy equipment rentals; and

    2. Authorize the City Manager to execute an Amendment to the Agreement By and Between the City of Moreno Valley and Quinn Company in the amount of $725,000, subject to approval of the City Attorney; and

    3. Authorize the City Manager to execute any subsequent amendments to the agreement By and Between the City of Moreno Valley and Quinn Company up to the available budget as previously approved by Council and in accordance with the terms of the agreement, subject to the approval of the City Attorney.

Adoption of Resolution 2025-__, A Resolution Of The City Council Of The City of Moreno Valley California To Approve And Confirm The 2025 Moreno Valley Electric Utility Service Rules Update

    That the City Council:

    1. Approve Resolution 2025-__, a Resolution of the City Council of the City of Moreno Valley, California, to approve and confirm the update to the Electric Service Rules, Fees, and Charges for the Moreno Valley Electric Utility to become effective June 17, 2025; and

    2. Authorize the Public Works Director/City Engineer the authority to make minor updates to the Electric Service Rules, Fees, and Charges for the Moreno Valley Electric Utility, subject to the approval of the City Attorney.

Authorization of a 90-day Temporary Road Closure of Alessandro Boulevard between Merwin Street and World Logistics Center Parkway Due to Storm Drain and Sewer Main Construction

    That the City Council:

    1. Authorize the temporary road closure of Alessandro Boulevard between Merwin Street and World Logistics Center Parkway for 90 days due to storm drain and sewer main construction; and

    2. Authorize the Public Works Director/City Engineer authority to extend the closure as needed up to 120 days.

Authorization To Award A Professional Services Agreement By And Between The City Of Moreno Valley And Willdan Engineering For The Moreno Valley Supplementary Safety Improvement Plan, Phase II, Project Number 810 0024

  • Recommendation(s)

    That the City Council:

    1. Award an Agreement by and between the City of Moreno Valley and Willdan Engineering to provide professional consultant engineering services for the Moreno Valley Supplementary Safety Improvement Plan, Phase II, Project Number 810 0024, funded by Capital Projects Grants (2301) and Measure A (2001); and

    2. Authorize the City Manager to execute the Agreement by and between the City of Moreno Valley and Willdan Engineering for professional consultant engineering services in an amount not-to-exceed $668,435 and subject to the approval of the City Attorney; and

    3. Authorize the issuance of a Purchase Order for Willdan Engineering in an amount not-to-exceed $668,435; and

    4. Authorize the City Manager to execute any subsequent Amendments to the Agreement by and between the City of Moreno Valley and Willdan Engineering up to the available budget as previously approved by Council and subject to the approval of the City Attorney.

Public testimony on each Public Hearing item shall be limited to three minutes per speaker and must pertain to the subject under consideration.

Adopting The City Of Moreno Valley Local Hazard Mitigation Plan (2022-2023) Into The Safety Element Of The General Plan.

    That the City Council:

    1.  ADOPT Resolution No. 2025-XX: a) adopting the City of Moreno Valley Local Hazard Mitigation Plan (2022-2023), and b) incorporating by reference the Local Hazard Mitigation Plan into the Safety Element of the 2006 City of Moreno Valley General Plan.

Public Hearing Establishing Appropriations (“Gann”) Limit For Fiscal Year 2025/26 (Resolution No 2025-__ and CSD 2025-__)

    1. Conduct a Public Hearing to receive public comments on the City of Moreno Valley General Fund appropriations limit for Fiscal Year 2025/26.

    3. Conduct a Public Hearing to receive public comments on the Moreno Valley Community Services District’s appropriations limit for Fiscal Year 2025/26.

    4. Adopt Resolution No. CSD 2025-XX, a resolution of the Moreno Valley Community Services District establishing the appropriations limit for Fiscal Year 2025/26.That the City Council and CSD:

Joint Public Hearing for proposed disposition of real property; consideration of affordable housing agreement, cooperation agreement, and reimbursement agreement among Moreno Valley Housing Authority, City of Moreno Valley, and Mary Erickson Community Housing for the Development of Lantana Court Affordable Ownership Housing Project

    That City Council and Housing Authority:

    1. Adopt City Council Resolution 2025-XX to (a) approve disposition of Site pursuant to HOME Investment Partnership and Affordable Housing Agreement (Lantana Court) between the Moreno Valley Housing Authority and Mary Erickson Community Housing (b) approve (i) Cooperation Agreement (Lantana Court) between City and Authority, and (ii) Reimbursement Agreement for Public Improvements (Lantana Court Affordable Housing Project) among City, Authority and Developer, and (c) authorize the Mayor and/or City Manager to execute and City Clerk to attest such Agreements, (c) authorize City Manager to make non-substantive revisions to, and carry out such Agreements, including implementing documents, as approved by the City Attorney (or special council), and (d) make certain other findings.

    2. Adopt Housing Authority Resolution 2025-XX to (a) approve disposition of Site pursuant to HOME Investment Partnership and Affordable Housing Agreement (Lantana Court) between the Moreno Valley Housing Authority and Mary Erickson Community Housing, (b) approve (i) HOME Investment Partnership and Affordable Housing Agreement (Lantana Court), (ii) Cooperation Agreement (Lantana Court) between City and Authority, and (iii) Reimbursement Agreement for Public Improvements (Lantana Court Affordable Housing Project) among City, Authority and Developer, (c) authorize Chair and/or City Manager to execute and City Clerk to attest such Agreements, (d) authorize Executive Director to make non-substantive revisions and carry out Agreements, including implementing documents, as approved by the City Attorney (or special council), and (e) make certain other findings.

    3. Authorize the City Attorney (or special council) to finalize the Agreements, prepare related instruments and implement the Lantana Court Affordable Ownership Housing Project as presented in this report.

    4. Authorize City Manager/Executive Director to execute implementing documents and instruments to the Agreements subject to the approval of the City Attorney (or special council).

    5. Approve budget adjustments to the adopted budget as set forth in the Fiscal Impact section of this report. This project will be funded with HOME Program, Measure A, and the Authority's Low to Moderate Income Housing Asset Fund.

    That the City Council:

    1. Consider revisions to Policy 1.03 “Staff Assistance Provided to City Council" Section IV “Correspondence to Councilmembers” and take whatever action deemed necessary and appropriate.

Individual Council Member comments shall be limited to five minutes.
