Approval of the Moreno Valley Citizens Academy

• Recommendation(s)

  That the City Council:

  1. Approve the implementation of the Fall 2025 Moreno Valley Citizens Academy program and authorize the implementation for future sessions.

  2. Authorize the City Manager or his designee to coordinate all activities related to the Academy, including outreach, registration, department participation, event logistics, and post-program evaluations to enhance program delivery and community impact.

ENVIRONMENTAL AND HISTORICAL PRESERVATION COMMISSION OFFICIAL MOTTO (REPORT OF: COMMUNITY DEVELOPMENT) (DISTRICT: NOT APPLICABLE)

Recommendation By EHPC To Adopt Official Motto: “Protect, Defend, And Promote Our Heritage Through Preservation”

  The Environmental and Historical Preservation Commission Recommends that the City Council:

  1.Adopt Resolution No. 2025-XX to make “Protect, Defend, and Promote Our Heritage through Preservation” as the official motto of the Environmental and Historical Preservation Commission (EHPC).

MORENO VALLEY COMMUNITY FOUNDATION – HOMELESS COMMUNITY OUTREACH PILOT PROGRAM (REPORT OF: FINANCIAL AND MANAGEMENT SERVICES) (DISTRICT: NOT APPLICABLE)

Moreno Valley Community Foundation – Homeless Community Outreach Pilot Program

• Recommendation(s)

  That the City Council & Moreno Valley Community Foundation:

  1. Authorize the President (City Manager) and Treasurer (CFO/Treasurer) to continue the Moreno Valley Community Foundation Homeless Community Outreach Pilot Program as identified in the attached Resolution; and

  2. Adopt Resolution MVCF 2025-XX describing the Community Outreach Pilot Program; and

  3. Authorize the President to execute any Agreements with the Community Based Organizations (CBOs) as a part of the Pilot Program and any subsequent Amendments to the Agreement within the Board approved annual budgeted amounts, including the authority to authorize the associated purchase orders in accordance with the terms of the Agreement, subject to the approval of the City Attorney; and

  4. Authorize the Treasurer to process a budget amendment and appropriation as shown in the Fiscal Impact section of the report.

ADOPTION OF RESOLUTION APPROVING THE UPDATED TITLE VI PROGRAM IN COMPLIANCE WITH FEDERAL TRANSIT ADMINISTRATION REQUIREMENTS (REPORT OF: HUMAN RESOURCES) (DISTRICT: ALL DISTRICTS)

Adoption of Resolution Approving The Updated Title VI Program In Compliance With Federal Transit Administration Requirements

  That the City Council:

  1. Adopt the attached resolution approving the updated City of Moreno Valley Title VI Program in compliance with current Federal Administration (FTA) regulations.

APPROVAL OF MOU FOR ACCEPTANCE OF DONATION OF DECOMMISSIONED AIRCRAFT FROM MARCH FIELD AIR MUSEUM FOR DISPLAY AT CITY PARK (REPORT OF: PARKS AND COMMUNITY SERVICES) (DISTRICT 3)

Approval of Memorandum of Understanding (MOU) Between the City of Moreno Valley and March Field Air Museum for the Acquisition of a Donation of a Decommissioned Aircraft for Display at Flight Deck Park

• Recommendation(s)

  That the City Council and CSD:

  1. Approve the City acquisition of a donation of a decommissioned aircraft from March Field Air Museum and authorize the Parks and Community Services Director, to enter into a Memorandum of Understanding (MOU) with March Field Air Museum contingent upon approval of the MOU by the City Attorney.

APPROVE THE FIRST AMENDMENT TO THE AGREEMENT FOR PROFESSIONAL CONSULTANT SERVICES FOR PROGRAM ADMINISTERING AND PROJECT COMPLIANCE MONITORING SERVICES (REPORT OF: PUBLIC WORKS) (DISTRICT: ALL DISTRICTS)

Approve The First Amendment To The Agreement For Professional Consultant Services With Perceptive Enterprises, Inc., To Provide Program Administration For The Disadvantaged Business Enterprise Program And To Expand Labor And Compliance Monitoring Services For Citywide Projects

• Recommendation(s)

  That the City Council and CSD:

  1. Approve the First Amendment to the Agreement for Professional Consultant Services with Perceptive Enterprises, Inc., to provide Program Administration for the Disadvantaged Business Enterprise Program and to expand the Agreement to include Labor and Compliance Monitoring Services for citywide projects; and

  2. Authorize the City Manager to execute the First Amendment to the Agreement for Professional Consultant Services with Perceptive Enterprises, Inc., in the amount of $500,000, funded by the City Council approved Operating Budget and other project-specific funding; and

  3. Authorize the issuance of purchase orders with Perceptive Enterprises, Inc., not to exceed the total amount allowed annually, per the terms specified in the First Amendment, per year, for the entirety of the contract term, unless otherwise amended; and

  4. Authorize the City Manager, or their designee, to execute any subsequent amendments to the Agreement with Perceptive Enterprises, Inc., including the authority to authorize any associated purchase orders, in accordance with the terms of the Agreement, and within the budgetary amounts previously approved by the City Council/Community Services District Board as part of the adopted and/or amended budget process, subject to the approval of the City Attorney.

AUTHORIZATION TO AWARD A CONSTRUCTION CONTRACT FOR THE IRIS AVENUE CORRIDOR SAFETY IMPROVEMENTS PROJECT (REPORT OF: PUBLIC WORKS) (DISTRICT 4)

Authorization To Award A Highway Safety Improvement Program Construction Contract To Select Electric, Inc. For The Iris Avenue Corridor Safety Improvements Project Number 808 0036 Located Between Heacock Street And Nason Street

• Recommendation(s)

  That the City Council:

  1. Approve a Highway Safety Improvement construction contract to Select Electric, Inc. for the Iris Avenue Corridor Safety Improvements, Project Number 808 0036, located between Heacock Street and Nason Street; and

  2. Authorize the City Manager to execute a contract with Select Electric, Inc. in the amount of $335,975 ($285,975 bid amount plus $50,000 contingency), funded by Highway Safety Improvement Program Grant Funds (Fund 2301) and State Gas Tax Funds (Fund 2000); and

  3. Authorize the issuance of a Purchase Order to Select Electric, Inc. in the amount of $335,975, when the contract has been signed by all parties; and

  4. Authorize the Public Works Director/City Engineer to execute any subsequent related change orders to the contract with Select Electric, Inc. up to the contingency amount, subject to the approval of the City Attorney.

CONTINUED APPEAL HEARING (PAA25-0002) APPEAL OF PLANNING COMMISSION APPROVAL OF CONDITIONAL USE PERMIT (PEN24-0013) (REPORT OF: COMMUNITY DEVELOPMENT) (DISTRICT 3)

Appeal of the Planning Commission’s Approval of a Conditional Use Permit for the Development of a 950-Square Foot Commercial Building (Dutch Bros Coffee) with a Drive-Through, Associated Parking and Landscape Improvements.

• Recommendation(s)

  That the City Council:

  1.   DENY any further continuance of the Appeal Hearing that may be requested by Appellant and proceed with conducting the Appeal Hearing; and

  2.  ADOPT Resolution No. 2025-XX, attached hereto, DENYING Appeal (PAA25-0002), and upholding the Planning Commission’s approval of Conditional Use Permit (PEN24-0013) without any modifications to the Proposed Project’s Conditions of Approval.
