Adopt the Resolution Amending the City's Conflict of Interest Code with Lists of Designated Officers and Employees for the City, Community Services District, Housing Authority, Successor Agency, Public Financing Corporation, Public Financing Authority, Board of Library Trustees, and Community Foundation, including the Disclosure Categories and Fair Political Practices Commission’s Standard Model of Conflict of Interest Code incorporated by reference.

A Resolution of the City Council of the City of Moreno Valley, California, Declaring Pursuant to California Government Code § 54221 That The Real Property Identified As APN 486-280-044 (Located At The Sec Of Alessandro Boulevard And Lasselle Street) Is Surplus Land And Not Necessary For The City’s Use At This Time, Finding That Such Declaration Is Exempt From Environmental Review Under The California Environmental Quality Act, And Approving Certain Related Actions

    That the City Council:

    1. Adopt City Council Resolution No. 2024-xx declaring pursuant to California Government Code § 54221 that the real property identified as APN 486-280-044 (located at the SEC of Alessandro Boulevard and Lasselle Street) is surplus land and not necessary for the City's use at this time, finding that such declaration is exempt from environmental review under the California Environmental Quality Act, and approving certain related actions.

Approve the License Agreement By and Between the City of Moreno Valley and the County of Riverside for Maintenance Purposes and Adopt Resolution Number 2024-XX Accepting the Offer of Dedication of Lot B (Pettit Street) on Parcel Map 7528 for Public Access Purposes

  • Recommendation(s)

    That the City Council:

    1. Approve the License Agreement By and Between the City of Moreno Valley and the County of Riverside granting permission from the City to the County of Riverside to use Pettit Street as an access road between Locust Avenue and north City limits, to perform one-time maintenance of the access road; and

    2. Adopt Resolution Number 2024-XX accepting the Offer of Dedication of Lot B (labeled as Pettit Street) offered on Parcel Map 7528 into the City’s non-maintained road system and authorize the Public Works Director/City Engineer to execute the Acceptance Certificate to be recorded in the Office of the Recorder of the County of Riverside.

Authorization to Award a Construction Contract to Caliba Inc. for the Corporate Yard Office Building F, Project Number 803 0055

  • Recommendation(s)

    That the City Council:

    1. Authorize the award of a contract to Caliba Inc. for the Construction of Corporate Yard Office Building F Project; and

    2. Authorize the City Manager to execute a contract with Caliba Inc. in the amount of $4,613,385.00 funded by the Facility Construction Fund (Fund 3000); and

    3. Authorize the issuance of a Purchase Order to Caliba Inc. for the amount of $5,074,723.50 ($4,613,385.00 bid amount plus 10% contingency) when the contract has been signed by all parties; and

    4. Authorize the Public Works Director/City Engineer to execute any subsequent related change orders to the contract with Caliba Inc. necessary to complete construction and other related agreements to purchase additional equipment or furniture needed to complete the project up to the budget as previously approved by Council, subject to the approval of the City Attorney; and

    5. Authorize a budget adjustment as set forth in the fiscal impact section of this report; and

    6. Adopt Resolution No. 2024-XX of the City of Moreno Valley, California, authorizing a loan agreement between the City of Moreno Valley and the Corporate Yard Development Impact Fee Fund.

Public Hearing to Adopt Substantial Amendment No. 4 to the 2019-2020 CARES Act Annual Action Plan Amendment

  • Recommendation(s)

    That the City Council:

    1. Conduct a Public Hearing to allow public comment on the proposed Substantial Amendment No. 3 to the CARES Act Amendment to the 2019-2020 Annual Action Plan.

     

    2. Review and adopt the proposed Substantial Amendment No. 3 to the CARES Act Amendment to the 2019-2020 Annual Action.

A Planned Unit Development and Tentative Tract Map to subdivide approximately 28.2 acres into 135 single-family lots for the development of a residential community, including park facilities and public improvements, with associated land use designation and zoning amendments.

  • Recommendation(s)

    That the City Council:

    1. Adopt Resolution No. 2024-XX: a) Adopting the Initial Study/Mitigated Negative Declaration prepared for the Proposed Project, in compliance with CEQA and the CEQA Guidelines, and reflect that the City Council reviewed and considered the information contained in the Initial Study/Mitigated Negative Declaration and exercised its independent judgment and analysis of the Proposed Project's potential environmental impacts: and b) Adopting the Mitigation and Monitoring and Reporting Program prepared for the Proposed Project, pursuant to CEQA and the CEQA Guidelines; and,

    2. Adopt Resolution No. 2024-XX Approving General Plan Amendment (PEN22-0133), Conditional Use Permit (PEN22-0136), and Tentative Tract Map 38443 (PEN22-0130), based on the recitals, evidence contained in the administrative record, and findings set forth in the Resolution and described and depicted in the Land Use exhibit (Exhibit A) for the GPA and subject to the approved conditions of approval for the CUP and TTM as shown in Exhibit B of the Resolution; and,

    3. Introduce Ordinance No. XXX and conduct the first reading by title only approving Change of Zone (PEN22-0134) to amend the City’s Zoning Atlas based on the recitals, evidence contained in the administrative record, and findings set forth in the Ordinance and described and depicted in the revised Zoning Exhibit A of the Ordinance; and,

    4. Schedule the second reading and adoption of Ordinance No. XXX for the next regular City Council meeting.

Public comment on each General Business item shall be limited to three minutes per speaker and must pertain to the subject under consideration.

Fiscal Year 24/25 Sponsorship Program
