Planning Commission recommendation for a letter of support for Assembly Bill (AB) 2485

  • That the City Council:

    1. CONSIDER the Planning Commission's recommendation that the City Council support Assembly Bill (AB) 2485 by directing the City Attorney to prepare a letter of support to be signed by the Mayor and submitted to the State Legislature and the League of California Cities on behalf of the City Council to the State Legislature and the League of California Cities.

General Municipal Election – November 5, 2024

  • That the City Council:

    1. Adopt Resolution No. 2024-XX - A Resolution calling an election titled: "A Resolution of the City Council of the City of Moreno Valley, California Calling and Giving Notice of a General Municipal Election on Tuesday, November 5, 2024, for certain officers, as Required by the Provisions of the Laws of the State of California, Relating to General Law Cities”.

    2. Adopt Resolution No. 2024-XX - A Resolution requesting election consolidation titled: "A Resolution of the City Council of the City of Moreno Valley, California, Requesting the Board of Supervisors of the County of Riverside to Consolidate a General Election to be Held on Tuesday, November 5, 2024 with the Calling and Giving Notice of a General Municipal Election on Tuesday, November 5, 2024 with the Statewide General Election to be Held on that Date, Pursuant to Sec. 10403 of the California Elections Code”.

    3. Adopt Resolution No. 2024-XX - A Resolution establishing regulations and cost for Candidate Statements titled: "A Resolution of the City Council of the City of Moreno Valley, California, Providing for Regulations Pertaining to Materials for Candidates and Costs Pertaining to Candidate Statements submitted to the Voters at the Special Municipal Election and the General Municipal Election to be Held on Tuesday, November 5, 2024”.

State Budget and Economic Update

    1. Receive and file this State Budget and Economic Update.

PEN24-0033 – Ordinances Revising Title 3 (Revenue and Finance) And Title 9 (Planning & Zoning) Of The Moreno Valley Municipal Code

  • That the City Council:

    1. Adopt by title only Ordinance No. 1012 revising Title 3 (Revenue and Finance), specifically Chapter 3.40 (Dedication of Land for Park Facilities and Payment of In Lieu Fees).

    2. Adopt by title only Ordinance No. 1013 revising Title 9 (Planning & Zoning) of the Moreno Valley Municipal Code to conform with current State law and clarifying existing requirements and standards, including revisions to Chapter 9.02 (Permits and Approvals), Chapter 9.03 (Residential Districts), Chapter 9.09 (Specific Use Development Standards), Chapter 9.11 (Parking, Pedestrian and Loading Requirements), Chapter 9.14 (Land Divisions) and Chapter 9.15 (Definitions) of the Moreno Valley Municipal Code.

Payment Register Report

  • That the City Council:

    1. Receive and file the Payment Register.

Pursuant to Landowner Petitions, Annex Certain Parcels Into Community Facilities District No. 2021-01 (Parks Maintenance) (Reso No. CSD 2024-_)

  • That the City Council and CSD:

    1. Adopt Resolution No. CSD 2024-_, a Resolution of the Board for the Moreno Valley Community Services District of the City of Moreno Valley, California, ordering the annexation of territory to City of Moreno Valley Community Facilities District No. 2021-01 (Parks Maintenance) and approving the amended maps for said District, for the specific properties as listed in the Discussion section of this staff report and as previously approved by the Landowner and certified by the City's Election Official (Amendment Nos. 167, 170-189)

Accept the State Homeland Security Program Grant Award to Support the Community Emergency Response Team Program

  • That the City Council:

    1. Accept the Fiscal Year 2023 State Homeland Security Program (SHSP) grant award of $30,093 from the Riverside County Emergency Management Department.

    2. Authorize a budget adjustment of $30,093 to the Emergency Management Grant fund (2503) revenue and expenditure accounts.

Acceptance of EMPG Grant Award To Support The Fire Department’s Emergency Management Division

  • That the City Council:

    1. Accept the Fiscal Year 2023 Emergency Management Performance Grant Program (EMPG) grant award of $42,879 from the Riverside County Emergency Management Department.

    2. Authorize a budget adjustment of $42,879 to the Emergency Management Grant Fund (2503) revenue and expenditure accounts.

Accept funding from the National Endowment for the Arts for the Summer Youth Camp Theater Program

  • That the City Council and CSD:

    1. Authorize the City Manager/Executive Director or its Authorized Representative Parks & Community Services Director, or designee to accept grant award from the National Endowment for the Arts for the Summer Youth Camp Theater Program in the amount of $40,000; and

    2. Authorize the City Manager/Executive Director or designee to process necessary budget adjustments and appropriations in FY 23/24 for the grant award funds received.

Accept funding from CA Arts Council for the Public Art Pilot Program

  • That the City Council and CSD:

    1. Authorize the City Manager/Executive Director or its Authorized Representative, Parks & Community Services Director, or designee to accept grant award from the California Arts Council for the City of Moreno Valley Public Art Program in the amount of $1,000,000; and

    2. Authorize the City Manager/Executive Director or designee to process necessary budget adjustments/appropriations in FY 23/24 for the grant award funds received.

Acceptance of the Local Transportation Climate Adaptation Program Grant Award for the Moreno Master Drainage Plan Line K and Reche Canyon Detention-Debris Basin Project Number 804 0021

  • That the City Council:

    1. Accept the Local Transportation Climate Adaptation Program grant award of $12,500,000 and approve the City-State Program Supplement Agreement for the Moreno Master Drainage Plan Line K and Reche Canyon Detention-Debris Basin project;

    2. Authorize a budget adjustment of $700,000 to the Capital Projects Grants (Fund 2301) revenue and expenditure accounts as set forth in the fiscal impact section of this report for implementing the Project Approval and Environmental Document phase of the Moreno Master Drainage Plan Line K and Reche Canyon Detention-Debris Basin project; and

    3. Authorize all subsequent budget adjustments for implementing the remaining phases of the Moreno Master Drainage Plan Line K and Reche Canyon Detention-Debris Basin project once grant funding for these phases has been approved by the California Transportation Commission, up to the total grant amount of $12,500,000.

A Resolution setting aside Resolutions 2021-46 and 2021-47 and Ordinance repealing Ordinance No. 981 related to the approval of MoVal 2040 General Plan Update and Climate Action Plan and related Zoning Ordinance Amendment and Final Program Environmental Impact Report

  • Recommendation(s)

    That the City Council:

    1. Adopt Resolution [next in order] Setting Aside Resolution Nos. 2021-46 and 2021-47 related to the certification of the Final Program EIR (State Clearinghouse No. 20200039022) and approval of the MoVal 2040 General Plan Update and Climate Action Plan: and

    2. Introduce and subsequently adopt Ordinance No. [next in order] repealing Ordinance No. 981 related to the Zoning Ordinance Amendment for the MoVal 2040 General Plan Update.

Authorize participation in national opioid settlement and authorizing the City Manager to execute related participation agreements to any and all corporations included in said settlements through the Attorney General

    That the City Council:

    1. Authorize participation in national opioid settlement and authorizing the City Manager to execute related participation agreements to any and all corporations included in said settlements through the Attorney General.

Public Hearing Regarding the National Pollutant Discharge Elimination System Regulatory Rate Schedule for New and Existing Residential, Common Interest, Commercial, Industrial, and Quasi-Public Use Development Proposed Fiscal Year 2024/2025 Annual Rates

  • That the City Council:

    1. Conduct a Public Hearing to review and confirm the annual regulatory rate schedule for the National Pollutant Discharge Elimination System Program for New and Existing Residential, Common Interest, Commercial, Industrial and Quasi-Public Land Uses.

    2. Adopt Resolution No. 2024-XX, a Resolution of the City Council of the City of Moreno Valley, California, Authorizing and Approving the Levy of the National Pollutant Discharge Elimination System Regulatory Rates for New and Existing Residential, Common Interest, Commercial, Industrial, and Quasi-Public Use Development of the County of Riverside Property Tax Roll.

    3. Authorize the Chief Financial Officer to adjust the rates levied on the property tax bills in the event there are any parcel changes between the City Council meeting date and the date the fixed charges are submitted to the County of Riverside or other adjustments, provided the applied rate does not exceed the maximum rate, is in compliance with the ballot for each parcel, and is consistent with the adopted budget.

Public comment on each General Business item shall be limited to three minutes per speaker and must pertain to the subject under consideration.

Individual Council Member comments shall be limited to five minutes.
