Quarterly Investment Report

    That the City Council:

    1. Receive and file the Quarterly Investment Report for the quarter ended December 30, 2025, in compliance with the City's Investment Policy.

Pursuant to Landowner Petitions, Annex Certain Parcels into Community Facilities District No. 2021-01 (Parks Maintenance) (Reso No. CSD 2026-___)

  • Recommendation(s)

    That the CSD:

    1. Adopt Resolution No. CSD 2026-__, a Resolution of Board of Directors of the Moreno Valley Community Services District, ordering the annexation of territory to Moreno Valley Community Services District Community Facilities No. 2021-01 (Parks Maintenance) and approving the amended maps for said District, for the specific properties as listed in the Discussion section of this staff report and as previously approved by the Landowner and certified by the City’s Election Official (Amendment Nos. 318-320 and 322-324).

Pursuant to Landowner Petitions, Annex Certain Parcels into Community Facilities District No. 2023-01 (Public Safety Services) (Reso No. 2026-____)

    That the City Council:

    1. Acting as the legislative body of Community Facilities District No. 2023-01 (Public Safety Services), adopt Resolution No. 2026-__, a Resolution of the City of Moreno Valley Community Facilities District, for the specific properties as listed in the Discussion section of this staff report and as previously approved by the Landowner and certified by the City’s Election Official (Amendments Nos.141-143 and 145-147).

List of Personnel Changes (January 1, 2026 – January 31, 2026)

    1.  Ratify the list of personnel changes as described.

Approve the Addition of the Vision and Mission Statements to the Previously Approved Parks, Community Services & Trails Master Plan

  • Recommendation(s)

    That the City Council and CSD:

    1.  The Commission for Accreditation of Parks & Recreation Agencies requires that our Parks, Community Services, and Trails Masterplan include the department’s Vision and Mission Statements.  To meet this requirement, the City Council must approve the addition of this language to the previously approved plan (December 19, 2023).

Adopt Resolution 2026-____A Resolution Of The City Council Of The City Of Moreno Valley To Accept And Approve The Final Transportation Demand Management Plan As An Official City Planning Document Prepared Under The California Department Of Transportation Sustainable Transportation Planning Grant Program

    That the City Council:

    1. Adopt Resolution 2026____, a resolution of the City Council of the City of Moreno Valley to accept and approve the Transportation Demand Management Plan as an official planning document for the City of Moreno Valley, in compliance with the requirements of the California Department of Transportation Sustainable Transportation Planning Grant Program.

Public testimony on each Public Hearing item shall be limited to three minutes per speaker and must pertain to the subject under consideration.


Those wishing to testify are encouraged to complete and submit a GOLDENROD speaker slip to the City Clerk Staff.

Appeal of Planning Commission’s Denial of General Plan Amendment (PEN24-0023), Change of Zone (PEN24-0024), Conditional Use Permit (PEN24-0022), and Tentative Tract Map No. 37858 (PEN24-0021) for the Development of a 37-Lot Single-Family Residential Planned Unit Development.

  • Recommendation(s)

    That the City Council:

    1. AFFIRM AND UPHOLD the Planning Commission’s denial of the Proposed Project by:

    A. Adopting Resolution No. 2026-[next in order] affirming and upholding the Planning Commission’s denial of the Proposed Project consisting of General Plan Amendment (PEN24-0023), Change of Zone (PEN24-0024), Conditional Use Permit (PEN24-0022), and Tentative Tract Map No. 37858 (PEN24-0021) for the Development of a 37-Lot Single-Family Residential Planned Unit Development (Appeal PAA26-0001); or

    2. REVERSE the Planning Commission’s denial of the Proposed Project by:

    A. Adopting Resolution No. 2026-[next in order]:

    i. Approving and adopting the Initial Study/Mitigated Negative Declaration prepared for the Proposed Project, on file with the Community Development Department, incorporated herein by this reference, which was completed in compliance with CEQA and the CEQA Guidelines, and reflects that the City Council acting on behalf of the Lead Agency reviewed and considered the information contained in the Initial Study/Mitigated Negative Declaration, and exercised its independent judgment and analysis of the Proposed Project’s potential environmental impacts; and

    ii. Approving and adopting the Mitigation Monitoring and Reporting Program prepared for the Proposed Project.

    B. Adopting Resolution No. 2026-[next in order]:

    i. Approving General Plan Amendment (PEN24-0023) based on the Recitals, Evidence contained in the Administrative Record and Findings as set forth in Resolution No. 2026-[next in order] and any necessary and corresponding amendment to the City’s Zoning Atlas to reflect the proposed changes in the zoning classification and/or redistricting associated with the General Plan Amendment; and

    ii. Approving Conditional Use Permit (PEN24-0022) and Tentative Tract Map No. 37858 (PEN24-0021) based on the Recitals, Evidence contained in the Administrative Record and Findings as set forth in Resolution No. 2026-[next in order].

    C. Introducing Ordinance No. [next in order] approving Change of Zone (PEN24-0024) and corresponding amendment to the City’s Zoning Atlas and the conditions of approval, based on the Recitals, Evidence and Findings contained in the Administrative Record of the proceedings.

Proposed Amendments to City Manager/Executive Director and Manager of the Office of Mayor and City Council/City Clerk Employment Agreements

    That the City Council:

    1. Prior to making a motion on this item, direct staff to orally report a summary of the City Council's recommended revisions to the current City Manager/Executive Director and Manager of the Office of Mayor and City Council/City Clerk Employment Agreements; and

    2. After the recommended revisions are orally reported by staff, call for a Motion, a Second, and a Vote to approve the recommended revisions.

EHPC 2025 ANNUAL REPORT

    1.Receive and File the Environmental and Historical Preservation Commission 2025 Calendar Year Annual Report.

Request to Review and Consider the Public Arts Commission’s Approval of Utility Box Art Program Application- Jacqueline Truong at the Corner of Lasselle St. and Ironwood Ave.

    3. Authorize the Executive Director and or its designee to enter into an agreement for services with the approved applicant utilizing funding from DIF Public Art Fund 3316.
