    1. Adopt Resolution No. 2025-XX – A resolution of the City Council of the City of Moreno Valley, California, appointing delegates and an alternate to the League of California Cities as official representatives of the City of Moreno Valley; and

    2. Direct staff to submit to the League a certified copy of the resolution, appointing Mayor Ulises Cabrera as the delegate and Councilmember Erlan Gonzalez as the alternate, by September 24, 2025.

Pursuant to Landowner Petitions, Annex Certain Parcels into Community Facilities District No. 2021-01 (Parks Maintenance) (Reso No. CSD 2025-___)

    That the CSD:

    1. Adopt Resolution No. CSD 2025-___, a Resolution of Board for the Moreno Valley Community Services District of the City of Moreno Valley, California, ordering the annexation of territory to Moreno Valley Community Services District Community Facilities No. 2021-01 (Parks Maintenance) and approving the amended maps for said District, for the Specific properties as listed in the Discussion section of this report and as previously approved by the Landowner and certified by the City's Election Official (Amendment Nos. 269, 280, 281, 283-285, 288-290, and 292).

    That the City Council:

    1. Acting in the legislative body of Community Facilities District No. 2023-01 (Public Safety Services), adopt Resolution No. 2025-__, a Resolution of the City Council of the City of Moreno Valley, California, ordering annexation of territory to the City of Moreno Valley Community Facilities District, for the specific properties as listed in the Discussion section of this report and as previously approved by the Landowner and certified by the City's Election Official (Amendments Nos. 97, 99, 100, 102-104, 107-109, and 112).

FY 2024/25 SB 1205 State Mandated Inspections

  • Recommendation(s)

    That the City Council:

    1.  Approve Resolution No. 2025-XXXX, acknowledging the receive and file report regarding the State-mandated annual inspections of certain occupancies pursuant to California Health and Safety Code Sections §13145, §13146, and §17921.

List of Personnel Changes (August 1, 2025 – August 31, 2025)

  • Recommendation(s)

    That the City Council:

    1.  Ratify the list of personnel changes as described.

Acceptance of Bella Sera Park which is Associated with Tentative Tract Map 38236 (PEN21-0184) from Developer, D. R. Horton Los Angeles Holding Company, Inc. into the City’s Maintained Park and Trails System

  • Recommendation(s)

    That the City Council and CSD:

    1. Adopt Resolution No. 2025-XX, a Resolution of the City Council and Community Services District of the City of Moreno Valley, Accepting the Park improvements for Bella Sera Park (Tentative Track Map 38236, (PEN21-0184) as complete and accepting Bella Sera Park into the City/CSD Parks and Trails System.

    2. Authorize the City Engineer to execute a 90% reduction to the Faithful Performance Bond; to exonerate the Material and Labor Bond 90 days after acceptance, provided no stop notices or liens have been filed with the City Clerk; and to exonerate the remaining 10% of the Faithful Performance Bond at the conclusion of the one-year warranty period, contingent upon clearance of any notices or defects not addressed by the Developer during the warranty period.

Request To Approve The Purchase And Implementation Of A New City-Owned Keyway System Supplied By Roy E. Whitehead, Inc. Under The United States General Services Administration Cooperative Purchasing Agreement

  • Recommendation(s)

    That the City Council:

    1. Authorize the purchase and implementation of a city-owned high security keyway system, supplied by Roy E. Whitehead, Inc., and assigned exclusively to the City of Moreno Valley; and

    2. Authorize the issuance of a purchase order to Roy E. Whitehead, Inc., for $263,190 for the purchase of the keyway system and all corresponding materials, utilizing the United States General Services Administration Cooperative Purchasing Agreement; and

    3. Authorize the City Manager to execute any purchase orders and/or change orders, contingent upon the approved budget.

    4. Approve budget adjustment as set forth in the Fiscal Impact Section of this report.

Public testimony on each Public Hearing item shall be limited to three minutes per speaker and must pertain to the subject under consideration.

    That the City Council:

    2.  Provide any other direction to staff through an alternate motion.
