    That the City Council:

    1. Conduct a second reading by title only and adopt Ordinance No. 1017 adopting a Change of Zone (PEN24-0041) and Specific Plan Amendment (PEN23-0109) for the 2024 Aquabella Specific Plan Amendment Project; and

    2. Conduct a second reading by title only and adopt Ordinance No. 1018 adopting Development Agreement (PEN23-0119) for the 2024 Aquabella Specific Plan Amendment Project.

Accept a donation of $125,000.00 from United Activists for Animal Rights for providing spay-neuter services for medium- and large-sized dogs.

    That the City Council:

    1.  Receive and accept a donation of $125,000.00 from the United Activists for Animal Rights, a non-profit organization, for the purpose of providing spay-neuter surgeries for medium- and large-size dogs.

    2.  Authorize a budget adjustment as set forth in the Fiscal Impact section of this report.

     

Pursuant to Landowner Petitions, Annex Certain Parcels Into Community Facilities District No. 2021-01 (Parks Maintenance) (Reso No. CSD 2024-___)

  • Recommendation(s)

    That the CSD:

    1.  Adopt Resolution No. CSD 2024-___, a Resolution of the Board for the Moreno Valley Community Services District of the City of Moreno Valley, California, ordering the annexation of territory to Moreno Valley Community Services District Community Facilities No. 2021-01 (Parks Maintenance) and approving the amended maps for said District, for the specific properties as listed in the Discussion section of this staff report and as previously approved by the Landowner and certified by the City’s Election Official (Amendment Nos. 130, 200, 208, and 211).

    That the City Council:

    1.  Acting in the legislative body of Community Facilities District No. 2023-01 (Public Safety Services) adopt Resolution No. 2024-___, a Resolution of the City Council of the City of Moreno Valley, California, ordering the annexation of territory to City of Moreno Valley Community Facilities District No. 2023-01 (Public Safety Services) and approving the amended maps for said District, for the specific properties as listed in the Discussion section of this staff report and as previously approved by the Landowner and certified by the City’s Election Official (Amendments Nos. 14, 23, and 26).

Resolution of The City of Moreno Valley Serving as the Successor Agency to the Community Redevelopment Agency of the City of Moreno Valley Approving the Recognized Obligation Payment Schedule and Administrative Budget for the Period of July 1, 2025 through June 30, 2026 (ROPS 25-26) (Reso. No. SA 2024-XX)

    That the City Council as Successor Agency:

    1. Adopt Resolution No. SA 2024-XX. A Resolution of the City Council of the City of Moreno Valley, California, serving as Successor Agency to the Community Redevelopment Agency of the City of Moreno Valley Approving the Recognized Obligation Payment Schedule and Administrative Budget for the Period of July 1, 2025 through June 30, 2026 (ROPS 25-26) and Authorizing the City Manager acting for the Successor Agency or his Designee to Make Modifications Thereto; and

    2. Authorize the City Manager acting for the Successor Agency or his Designee to make modifications to the Schedule; and

    3. Authorize the transmittal of the ROPS 25-26, for the period of July 1, 2025 through June 30, 2026 (“Exhibit A”), including Administrative Budget (“Exhibit B”) for the said period, to the Countywide Oversight Board for County of Riverside for review and approval.

Adoption Of Resolution Approving the Annual Adjustment to The City User Fee Schedule for Parks & Community Services

    That the City Council and CSD:

    1. Adopt Resolution 2024-xx approving a Consumer Price Index (CPI) adjustment to the Parks and Community Services User Fees effective January 1, 2025, and every year thereafter.

Approve Replacement of Three Police Motorcycles

  • Recommendation(s)

    That the City Council:

    1. Authorize the routine purchase of three (3) 2024 BMW R 1250 RT-P police motorcycles and related emergency equipment totaling $120,919.68.

    2. Authorize the transfer of $93,369.00 from the Equipment Replacement Fund (7510) to the General Fund (1010) FY 2024/25 approved operating budget to use for the purchase of (3) three 2024 BMW R 1250 RT-P police motorcycles and related emergency equipment.

Public testimony on each Public Hearing item shall be limited to three minutes per speaker and must pertain to the subject under consideration.

A Public Hearing to Adopt Ordinance XXX to Amend, Update, and Supersede City of Moreno Valley Ordinance Numbers 925 and 950 Regarding City Participation in the Western Riverside County Transportation Uniform Mitigation Fee Program; And Adoption of Resolution XXX Adopting a Transportation Uniform Mitigation Fee Schedule Per the 2024 Nexus Study

  • Recommendation(s)

    That the City Council:

    1. Adoption of Ordinance XXX, amending and updating the City’s Transportation Uniform Mitigation Fee Ordinance Numbers 925 and 950, which is a passthrough fee to WRCOG pursuant to the TUMF program.

    2. Adoption of Resolution Number XXX, adopting a Transportation Uniform Mitigation Fee schedule as required by the 2024 Transportation Uniform Mitigation Fee Nexus Study.

Provide direction regarding the purchase of City logo shirts for the Council appointed Boards, Commissions, and Committees

    That the City Council:

    1. Authorize the City Manager to create a new policy based on the criteria contained in this report and return to Council on December 17, 2024 for approval.

    2. Provide alternate direction to the City Manager.

Letter of support for Riverside University Health System Grant application or Proposition 1 funding

  • Recommendation(s)

    That the City Council:

    1. Approve the issuance of a letter of support for the Riverside University Health System grant application of Proposition 1 funding. This recommendation aligns with the proposed amendments to the Municipal Code, specifically empowering the Council to approve and sign letters of commendation and recommendation at a noticed public meeting or upon recommendation by the City Manager.

Receive a presentation from EHPB member(s) regarding a potential City flag design competition.

  • Recommendation(s)

    That the City Council:

    1. Provide staff direction based on the presentation;

    or

    2. Receive and file a presentation from the EHPB on a proposed new City flag design competition.

Individual Council Member comments shall be limited to five minutes.
