Economic Development Strategic Plan

  • Recommendation(s)

    That the City Council:

    1. Adopt the five-year Economic Development Strategic Plan to serve as a workplan for the Economic Development office of the Economic Development & Housing Department.

Pursuant to Landowner Petitions, Annex Certain Parcels into CFD No. 2014-01 (Maintenance Services) and CFD No. 2023-01 (Public Safety Services) (Reso No. 2024-__ and Reso No. 2024-__)

  • Recommendation(s)

    That the City Council:

    1.  Acting as the legislative body of Community Facilities District No. 2014-01 (Maintenance Services), adopt Resolution No. 2024-__, a Resolution of the City Council of the City of Moreno Valley, California, ordering the annexation of territory to City of Moreno Valley Community Facilities District No. 2014-01 (Maintenance Services) and approving the amended map for said District, for the specific property as listed in the Discussion section of this staff report and as previously approved by the Landowner and certified by the City’s Election Official (Amendment No. 87).

     

    2.  Acting as the legislative body of Community Facilities District No. 2023-01 (Public Safety Services), adopt Resolution No. 2024-__, a Resolution of the City Council of the City of Moreno Valley, California, ordering the annexation of territory to City of Moreno Valley Community Facilities District No. 2023-01 (Public Safety Services) and approving the amended maps for said District, for the specific properties as listed in the Discussion section of this staff report and as previously approved by the Landowner and certified by the City’s Election Official (Amendment Nos. 11-13, 15-19, and 21).

    That the CSD:

    1. Adopt Resolution No. CSD 2024-_, a Resolution of the Board for the Moreno Valley Community Services District of the City of Moreno Valley, California, ordering the annexation of territory to Moreno Valley Community Services District Community Facilities District No. 2021-01 (Parks Maintenance) and approving the amended maps for said District, for the specific properties as listed in the Discussion section of this staff report and as previously approved by the Landowner and certified by the City's Election Official (Amendment Nos. 202, 204-206).

Approval of the Parks & Community Services 2025 Special Events Calendar

    1. Approve the Parks & Community Services 2025 Special Event Calendar as presented.

Acceptance of Grant Deed for Windsong Park from D.R. Horton Los Angeles Holding Company

  • Recommendation(s)

    That the City Council and CSD:

    1. Authorize the City Manager/Executive Director of the Moreno Valley Community Services District (CSD) to receive a grant deed transferring all rights, title and interest to Windsong Park, located at the northwest corner of Alessandro Boulevard and Darwin Drive, associated with residential development Tract No. 38123 from D. R. Horton Los Angeles Holding Company, Inc.

    2. Direct the City Clerk to forward the signed grant deed to the County of Riverside Recorders office for further processing and recordation.

Authorization to Award a Highway Safety Improvement Program Construction Contract to Iteris, Inc. for the Traffic Signal Upgrades Project, City Project Number 808 0035

  • Recommendation(s)

    That the City Council:

    1. Award a Highway Safety Improvement construction contract to Iteris, Inc. for the Traffic Signal Upgrades Project, City Project Number 808 0035; and

    2. Authorize the City Manager to execute a contract with Iteris, Inc. in the amount of $951,060, funded by the Capital Projects Grants Fund (Fund 2301) and State Gas Tax Fund (Fund 2000); and

    3. Authorize the issuance of a Purchase Order to Iteris Inc. for the amount of $981,060 ($951,060 bid amount plus $30,000 contingency) when the contract has been signed by all parties; and

    4. Authorize the Public Works Director/City Engineer to execute any subsequent related change orders to the contract with Iteris, Inc. up the contingency amount, subject to the approval of the City Attorney.

Public testimony on each Public Hearing item shall be limited to three minutes per speaker and must pertain to the subject under consideration.

Board, Commissions and Committees Procedures and Status of Airport Commission

  • Recommendation(s)

    That the City Council:

    1. Provide direction to staff to bring back for City Council consideration any desired changes to the duties and procedures of all City Boards, Commissions, and Committees.

    2. If desired, direct staff to bring back an item to the City Council to repeal Ordinance 27 (MVMC 2.20), which established the Airport Commission.

Individual Council Member comments shall be limited to five minutes.
